Precedents--Divergence in Outcome Between Two Judgments Decided Under Different Policies and Statutory Schemes Does Not Constitute Irreconcilable Conflict Warranting Reference to Larger Bench

Conflict between judgments must be real, direct, and irreconcilable on a question of law arising from comparable facts governed by the same legal regime. A divergence in outcome arising from different policies, statutory schemes, or factual matrices does not constitute conflict. A judgment binds only for its ratio decidendi and must be read in the context of the facts and statutory framework in which it was rendered.
